Yeah, that's a question which will need addressed soon as something needs done fast or YT as we know it will be no more.
And even at this point, I'm using that term very loosely, you know given with recent events.
Such as the ad check box situation or the subscriber issue.

Youtube as we know it is already dead, we are trying to rebuild it. I see no need to rush formalizing leadership. Jörg is the only one who can do it right now due to his recognisable face to YouTube and his influence. Hes doing the job very well and things are moving along. I'm sure he said he wants to run things as a democracy, don't recall where, but for practicalitys sake he is the only leader that will work for now. Whoever is leading us needs a big enough YouTube following to legitimise our cause. Even though I feel even a small creators voice should matter the reality of the situatuion is that someone big needs to be running things for now.
We need to get big enough that the big creators ar publically achnowledging us before we look at formalizing leadership. Personally I think Jörg is a great leader, but I also don't think anyone has distinguished themselves yet that would represent a suitable alternative. I suspect at teh moment many creators are hesitant to formally associate with us, even if they are quietly lurking here. We need to get past that before we look at things like this.

Sargon declared membership on one of his alt channel videos when asked in a comment, that's a start. Seriously tho I'm on the fence about when the time is time to solidify administration. At least existing admins need to be in better communication.

At least existing admins need to be in better communication. We are open to suggestions. At the moment there isn't a solidified management team in the common sense. We are all in this boat together with Joerg holding the megaphone. With this first strike happening now, the megaphone has been handed to all creators on here. It's a warning to Youtube but also a first test of our might as well as an opportunity to learn from as a group.
